GOS Consulting is a collaborative business, run by Gita Sorensen, but using a large group of highly qualified and experienced consultants and subject-matter experts.

Projects are staffed to meet the client’s specific needs, selecting for a large pool of expertise and experience.

Gita Sorensen

Gita is the Founder Director of GOS Consulting.

Gita specialises in regulation, policy and strategy in network industries. She has 27 years’ experience including more than 12 years in senior management and director roles in telecommunication and Cable TV companies before becoming a consultant.

Gita’s areas of expertise include: commercial strategy, regulatory policy; design and implementation of regulatory frameworks; allocation/licensing of spectrum, submarine cables, and numbering; market and competition analyses; regulatory accounting and cost modeling; price regulation and anticompetitive pricing investigations; company valuation; interconnection and access; Number Portability; commercial and regulatory strategy; abuse of dominance; MVNOs; due diligence; business planning; M&A management; partnership development; and complex negotiations.

Gita provides consultancy and expert witness services. She has worked with mobile operators, service providers, governments, regulators, suppliers and investors in Europe; Asia; the Middle East; Africa; the USA and the Caribbean.

Dr. Matthias Halfmann, MBA

Matt is a Senior Associate of GOS Consulting.

Matt has more than 20 years of telecoms experience and provides clients with a powerful combination of skills and experience. Matt has a Ph.D. in Telecoms Engineering which he complements with financial and business modelling expertise through his MBA.

Matt specialises in regulatory policy and cost modelling. He has worked on a broad range of different projects including strategic market assessments, regulatory studies and business modelling for operators, regulators and vendors in both, developed and emerging markets.

Matt also conducts seminars, executive trainings and workshops at business schools, in companies and at conferences on a global scale. As associate professor he teaches master and MBA programs on business strategy, international marketing and management consulting skills.

Matt received his doctorate title (comparable to Ph.D.) in telecommunications engineering from the University of Kaiserslautern, Germany in 1994. Since 1998, he holds an MBA from the Euro*MBA consortium (www.euromba.org).

David Gough

David is a Senior Associate of GOS Consulting.

David has over 25 years of experience in telecommunications. He has spent the last ten years advising BT and utility companies on all aspects of regulatory finance including regulatory reporting and price control implementation. David spent the early part of his career in change management and transformational projects, helping to cut costs and improve efficiency in large complex organizations.

David typically advises on regulatory and compliance reporting, regulatory project management, process improvement, price control implementation and all aspects of regulatory finance planning, implementation and their commercial implications.

David has been recently advising communication and water companies, as well as regulators.
David is an Associate of the Chartered Management Accounts and holds a BA Honours degree in accounting and finance.

Jonathan Kingan

Jonathan is a Senior Associate of GOS Consulting.

Jonathan is a chartered engineer with over 20 years’ experience in the infocoms sector, including seven years with the telecoms strategy practice at PwC, with PA Consulting, with a small strategy boutique and more recently his own company.

He has worked with a variety of clients in 20+ countries across four continents, focusing particularly on regulation and costing, but also corporate strategy, new ventures, business planning and technology. Clients have included telecoms operators, media companies, utilities, manufacturers, financial institutions and government organisations.

Jonathan is an expert in regulatory costing, and has significant experience of accounting separation, incremental costing, wholesale and retail pricing, and margin squeeze analysis. His experience encompasses both fixed and mobile operators, and new entrants as well as incumbent operators.

Jonathan’s engineering and technology background combined with business experience enables him to analyse and model telecoms network businesses in depth, and his work has included modelling of next-generation fixed and mobile technologies as well as complex business structures. Prior to consultancy, Jonathan worked for British Telecom.

Tom Kiedrowski

Tom is a Senior Associate of GOS Consulting.

Tom has two decades of experience of delivering a range of strategic, policy and operational projects within the areas of economic regulation and competition policy. Most recently Tom established the UK Competition Network (UKCN) to facilitate better cooperation between the new Competition and Markets Authority (CMA) and the sector regulators with competition.

As part of the CMA Transition Team he was also responsible for developing the CMA’s international strategy. Prior to that, Tom was Director of Market Reform at Ofwat.

From 2005-2011, Tom held a number of International and Strategy roles at Ofcom. TTom was part of the Telecom Strategic Review team that brought about the functional separation of BT and the creation of Openreach. He also developed Ofcom’s principles for co- and self-regulation and was member of the British government team that developed the Principles of Economic Regulation that were published in April 2011.

Before entering the public sector, Tom held a series of regulatory affairs roles specialising in telecoms regulation including BT in relation to leased line and data services and the Brussels-based trade association, ECTA from 1997 until 2005.

Tom holds an MA in International Political Economy (IPE), University of Warwick BA (Hons) Politics and International Relations, University of Kent.

Domingo Villanueva

Domingo is a Senior Associate of GOS Consulting

Domingo Villanueva has extensive experience in spectrum valuation, accounting separation and regulatory affairs across a range of countries and telecommunication businesses. Domingo has worked on projects to model or audit the long run incremental costs of mobile and fixed telecommunication services for regulators and dominant operators in more than 20 countries. Furthermore, has helped numerous operators implement account separation, regulators draft accounting separation guidelines as well as audit regulatory accounts.

Domingo was awarded an MBA from the Instituto de Empresa in Madrid as well as an Economics degree with a specialisation in International Finance from ICADE University in Madrid. He also holds a degree in Business Administration from ESB Reutlingen.

Mark Holland

Mark is an Associate of GOS Consulting.

Mark is a telecommunications and analytics consultant with over 20 years experience. His specific areas of expertise include regulatory policy development, economic and financial modelling. He has recently worked as an Economic advisor for Virgin Media conducting market analysis, regulatory cost modelling, economic analyses, supplier evaluation and interconnection strategies.

Mark's work has been used in the context of disputes, regulatory price cap models, top-down and bottom-up cost models for regulatory and business purposes, and, demand forecasting. Mark has deployed big-data analytical methods to evaluate customer churn and behaviours, operating differences between carriers, and, to pursue supplier claims.

Jean-Stephane Gourevitch

Jean-Stephane is an Associate of GOS Consulting.

Jean-Stéphane has over twenty two years' International, European and UK senior management experience in the Digital and Mobile Communications ecosystem in particular in key Regulatory, Public Policy/Affairs and Strategy fields.

He advises clients on the strategic, business, regulatory and policy risks and opportunities resulting from the emerging Digital and Mobile Convergence Ecosystem and he is in particular an expert in Mobile Money, Mobile Payments, Mobile Wallets. He is a regular speaker and co-organiser of conferences, webinars and thought leadership events around the world.

Jean-Stephane has held senior management positions with a number of blue-chip International telecoms and media businesses such as Everything Everywhere Ltd. (EE), Orange, Global Crossing, France Telecom, Verizon Business, Colt Technology Services Ltd advising on public policy, regulatory, competition law, compliance, business development and Government Affairs issues.

He has worked for OFCOM, the UK electronic communications regulator, working on spectrum related issues. He has also held senior management positions with Deloitte Consulting and with strategic marketing and PR/Communications firms.

Petr Bystricky

Petr is an Associate of GOS Consulting.

Petr is an economist with financial specialization, with 19 years of continuous professional experience. After working for PricewaterhouseCoopers and IBM, Petr specialized as a senior consultant in the telecommunications industry focusing on regulatory issues, financial analysis, analysis of processes and activities.

His key experience is in the area of cost modeling in the regulatory environment using Activity Based Costing and Long Run Incremental Costing methodologies.

Petr has performed costing analyses in many countries in Europe as well as in Middle East for the purpose of tariff regulation on behalf of regulators or regulated operators. He has also good knowledge of telecoms networks, systems and services.

Petr holds a Masters of Business Administration from the Ekonomicko-správní fakulta Masarykovy university in Brno. Petr is fluent in English, German, Czech and Slovak and has intermediate knowledge of Russian.

Dr. Tare Brisibe

Tare is an Associate of GOS Consulting.

Tare has extensive experience in legal and regulatory aspects of aerospace, information and communications technologies. Expert in Dispute Settlement and multilateral diplomacy. Has held management and leadership posts in multinational corporations, Government and international organisations. Member of the Nigerian Bar since 1991.

Holds a Master’s degree in Space Studies (1999) from the International Space University and a PhD in International Air & Space Law (2006) from Leiden University.

Harry Norton

Harry is an Associate of GOS Consulting

Harry is a chartered accountant who specialises in telecommunications economics, financial modelling and business valuation.

Harry has previously worked at Berkeley Research Group, an international expert witness and consulting firm, with experience in financial consulting, valuations for high court and international arbitration cases and writing economics papers for the mobile telecommunications industry. His work has included spectrum license applications for mobile providers, regulatory accounts modelling, wholesale and retail telecoms pricing models and business valuation modelling for the VoIP industry. Prior to this, he worked at BDO, a large international accountancy firm, where he worked with clients in a number of industry sectors, but predominantly financial services firms.

Harry is an Associate Chartered Accountant with the Institute of Chartered Accountants in England and Wales and holds BSc honours degree from the University of Nottingham in Economics and Econometrics.
