Obtaining licences and authorisations to offer communciations services and operate comminications networks in individual countries can be a considerable obstacle for new market entrants.
Likewise, governments and regulators introducing competition or wanting to invite new entrants to an already competitive market need to design the most appropriate process and structure of advertising and awarding the licences and authorisations available.
Increasingly, in developed competitive markets, specific licences and authorisations are only applied where the benefits bestowed include access to limited or scarce resources such as frequencies.
