Our clients include telecommunications providers and service providers, regulators and governments, investors, and software and equipment manufacturers and suppliers. They work with us because we provide recommendations and analyses based on in-depth understanding of all areas of the sector including commercial, financial, economic, legal, public policy, strategic and operational aspects of telecommunications and new media.
- Poland - Introduction of the 2003 EU Electronic Communications Directives
Reviewed legislation and regulatory practices in the areas of access and interconnection, dispute resolution, public consultations and funding of the regulatory authority, in Poland and made detailed recommendations for changes necessary in order that Poland would be compliant with the new EU Directives. This included a comprehensive range of workshops and seminars with the URTiP's staff.
- Russia - MVNO Business Case Modeling
Assisted potential MVNO in developing business models for different levels of investment and to support negotiations with potential host mobile network operators.
- EU - Due diligence and valuation
Undertook a comprehensive commercial, operational and technical due diligence process for a combined fixed and mobile operator, producing a fully supported company valuation.
- Ireland - DTT research
Provided a benchmark research study for the Irish Broadcasting Commission on introduction of Digital Terrestrial Television in selected EU states.
- Middle East - Technical Due Diligence
Project managed and provided the technical and operational requirements for the due diligence of a group of companies developing and manufacturing telecommunications equipment. This work was carried out on behalf of a major international venture capitalist.
- Ireland - Review of Wholesale Leased Lines (WLL) Service level Agreement. Conducted a
review of eircom’s WLL SLA for ODTR (now ComReg), including review of ODTR performance
statistics, review of systems, processes and structures in eircom and development of
recommendations for changes.
- CEE - Operational review
conducted a review of an IP-based CEE operator's voice portfolio and operational processes, making wide-ranging recommendations resulting in the operator changing its strategic foci us as well as achieving significant improvements as cost-savings from operational changes
- Cyprus - NGN/NGA and regulatory dispute resolution seminars
Conducted two seminars for the OCECPR in Cyprus. Seminars lasted for five days in total and involved detailed analysis of technical, legal and economic issues pertinent to the two topics covered.
- The Netherlands - Fibre Infrastructure Due Diligence
Carried out an audit of the fibre deployment of a Pan-European telco as part of an investment programme. This involved a detailed 'count' of the fibre infrastructure deployed in terms of duct, cables and the distribution of fibre pairs. Duct records and fibre network plans were used in order to provide this level of details. This audit covered a number of cities across various European countries. The audit also included a review of the operational management of the deployed network.

Jamaica - Cost-benefit analysis of indirect access
Assisted the Office of Utility Regulation in conducting an analysis of incremental costs and benefits that would result from the introduction of a range of different forms of regulated indirect access products. Project included development and analysis of responses to several public consultations.
- Bermuda - Public tender for licensing new submarine facility for Bermuda
Assisted the Government of Bermuda in designing and running a public tender process to attract investment for a new submarine facility to increase the island's resiliency in international connectivity.
- Denmark - Fixed-mobile number portability review
Conducted a review for ICTA of the viability of mandating number portability between fixed and mobile operators. Review included investigation of technical feasibility as well as consumer-related issues.
- Africa - Fixed and mobile pricing and profitability analysis
GOS Consulting prepared the service portfolio, a new tariff scheme and a cost and revenue model for fixed and mobile services of a major African operator. This project included a detailed traffic analysis and extensive cost and profitability modeling. It also included negotiation support for interconnection and call termination.
- Portugal - Market analysis process development
Supported Anacom in development of process to perform comprehensive market analyses to comply with EU electronic communications directives, including public consultation on structure and process for the market reviews.
- Ireland - Private Partial Circuits
As part of a project to launch Private Partial Circuits (PPCs) in Ireland we supported the regulator in the writing and implementation of inter-operator processes. In addition we managed the industry working group formed to agree and finalize the inter-operator processes. Following the launch of PPCs we also assisted the regulator in a subsequent operational review of the implemented processes in order to identify points of failure and process improvements that could be made.
- Jersey - Regulatory dispute resolution seminar
Developed tailored seminar for Jersey Telecom to assist the company in managing regulatory disputes both for Jersey, where it is the regulated incumbent operator, and Guernsey, where it is the new market entrant.
- United Kingdom - Re-investment review and market analysis
Undertook a re-investment review and market analysis of the business plan and market opportunities for a manufacturer of routing devices. The review was undertaken on the behalf of a venture capital company.
- EU - Salary and benefits review
Conducted a review of salaries and benefits across a range of European telecommunications companies to support our client's salary and benefits strategy development.
- Gibraltar - Comprehensive seminar series
Developed and ran a series of eight seminars for Gibtelecom, covering regulation, NGN/NGA, access and interconnection, retail pricing strategy and price regulation amongst other topics.
- Bangladesh - Interconnection support to BTRC
GOS Consulting led the interconnection activities in a World Bank funded project to assist the BTRC in setting up key structures and regulations. This project was undertaken in a consortium with Frontier Economics and Clifford Chance.
- Bermuda - Design and implementation of regulatory reform
GOS Consulting has been working with the Ministry of Telecommunications and E-Commerce to design new regulatory framework and create new independent regulatory body. The project involves all economic analysis as well as organisational planning for the new regulator along with budgeting and planning for regulatory activities in a 3-year plan. Several rounds of public consultations have been conducted to support the process.
- UK - Regulatory strategy review
For a UK operator, conducted a review of its pan-European regulatory strategy and priorities. Providing high-level cost-benefit analyses of a number of possible regulatory initiatives and enabling our client to focus its efforts where it would be likely to achieve the largest benefits.
- Gibraltar - Developed reference unbundling offer for Gibtelecom
We undertook an end-to-end project including review of network capacity, definition of unbundling and co-location services, development of Unbundling Reference Interconnect Offer, cost modeling and pricing.
- Guernsey - Conducted 3G licensing competition for Office of Utility Regulation in Guernsey
Assisted the OUR in end-to-end licensing process including design of licensing process, drafting of tender documentation, design of tender evaluation framework, evaluation of tenders and award of licence.
- Europe - Wireless Local Loop (WLL) licence applications
Developed technology strategies and high-level network designs for WLL applications in a number of European countries including Czech Republic, Germany and Denmark. Transformed these network designs into rollout plans and CAPEX/OPEX models.
- Isle of Man - Anti-competitive pricing dispute for wholesale broadband services
Analysed costs and pricing for wholesale broadband services against allegations of anti-competitive pricing and margin squeezing by incumbent.
- Guernsey - Radiation dispute resolution
Assisted the Office of Utility Regulation in resolving a dispute between mobile operators concerning signal levels at the airport. Review included analysis of technical expert reports and of commercial and legal submissions from several bodies.
- Ireland - Investigation of mobile call termination costs and charges for regulatory authority
Assisted the Irish regulatory authority in the investigation of the relevant costs for call termination by the largest mobile telecom's network operator in Ireland.
- Guernsey - Conducted consultations on introduction of Wholesale Line Rental and Number Portability
Designed a consultation process to assess the needs for WLR and NP in Guernsey, including investigation of different versions of these services and their relative costs and benefits to ensure the maximum net benefit from the services if they were introduced.
- Isle of Man - Price benchmarking and analysis
Conducted a price benchmarking exercise on behalf of the Communications Commission, providing in-depth analysis of different service packages offered in other countries and jurisdictions, compared with the services and prices offered by Manx Telecom.
- Armenia - Developed a cost model for price and profitability analysis
Developed cost model to evaluate cost per service for an integrated fixed and mobile operator to assist in negotiations with regulator for tariff re balancing and retail price regulation.
- Poland - Developed and implemented access and interconnection regulation in compliance with new EU Directives
Assisted Polish Government and regulator in creating an access and interconnection framework compliant with EU Directives introduced in 2003.
- Guernsey - Developed interconnection and access framework
Assisted the Office of Utility Regulation in the set-up of an interconnection and access framework to support the liberalization of the telecommunications markets in the Bailiwick.
